Seems pretty odd. Nothing you do to the WoW files on your own personal computer will affect them (not even deleting or uninstalling WoW entirely). If deleting "Cache" folder doesn't work then you should delete "WTF" folder too.

If you do that, and the issue persists, try running the Scan and Repair feature from the Battle.net launcher.
